The honest answer is that both categories cover a range of real materials, and the label alone tells a buyer very little.

Why the question is on more briefs now

Retail chains, marketplaces and private label founders increasingly ask about packaging end-of-life alongside price and grammage. For tea specifically, the question is sharper than for most food packaging because the bag itself is disposed of with the used product, often into food or garden waste rather than a recycling stream. It also helps to separate the material cost from the story built around it. Where the string, tag and envelope fit in

A compostability claim is only as strong as its weakest component. The bag paper may be certified while the string is a synthetic fibre, the tag carries a plastic laminate, or the outer envelope is a foil or paper-poly laminate chosen for barrier performance rather than end-of-life. Buyers who want a defensible claim need to specify certification for every part that travels with the used bag, or scope the claim explicitly to the bag alone rather than implying the whole format composts.
