Every production run produces more than the units a brand actually ordered. A machine fills a hopper in fixed batches, a print run drifts slightly before a setting is corrected, and a handful of bags come off the line with a defect no one planned for. None of this is a sign that something has gone wrong with the process; it is a normal feature of manufacturing, and the real question for a buyer is not whether it happens but what a packer does with the result. For tea bags and dried fruit specifically, the answer should be a clear, contract-level policy rather than an improvised decision made on the day.
Two different problems: seconds and overrun
"Seconds" and "overrun" get used loosely, but they describe different things. A second is a specific unit that failed some part of the finished check, whether a torn tag, a crooked envelope seal or a print defect on the packaging, while the product inside it may be entirely fine. Overrun is not defective at all; it is simply extra finished stock, produced because a batch size, a hopper fill or a box count did not divide evenly into the ordered quantity. Treating these as the same problem leads to sloppy decisions, because a defective second and a perfectly good extra unit call for opposite handling.
What actually decides whether a batch can be reworked
The line between reworkable and non-reworkable is not about how bad a defect looks; it is about whether it touches food safety. A crooked tag, a smudged print or an outer carton that needs re-taping can usually be corrected by hand without touching the product itself, so re-sorting or repacking is a reasonable option. A moisture reading outside the specification, a torn filter paper, a compromised seal or any sign of contamination is a different category entirely, because no amount of repacking changes what already happened to the product inside. A responsible packer draws this line by rule, not by judgment call on a busy shift, and the finished-bag inspection built into a packing run exists specifically to catch these issues before they reach a box.
Why some batches are simply discarded
Discarding a batch is not wasted effort; it is the quality system working as intended. Once a unit fails on a safety-relevant point, putting it back into the supply chain would undo everything the earlier checkpoints were built to prevent, so the only responsible move is to remove it from sellable stock permanently. This is also where retained samples matter in the opposite direction: a sample from the same batch is kept aside precisely so the packer has a reference point if a question about that run comes up later, even after the rest of the batch has been discarded.
